2011-18 Council Achievements and Results
Marc Set the City Recreation Goal 2012. This hard fought goal set by Marc within his first year on council has resulted in a recreation coordinator and assistant position to coordinated outdoor rentals and events. It also led to an On-line City recreation activities guide and 5 year recreation plan. His leadership led to a dedicated recreation fund that is sustainable. Marc by far, even to date... is the strongest advocate for City Parks and recreation programs. He has the right leadership style for healthy city building and knows how to bring people and community together of all ages with diverse and inclusive beliefs, principles and perspectives. Marc is truly for the people.
Marc Set the Economic Development Goal 2013 . This goal has resulted in Enterprise and Vertical Housing Development Zone (VHDZ) attracting small business investments and capital improvements … and brought developer investments of over $72 million dollars into our Down Town and Hunziker Industrial area. When I set the goal and challenged council to work toward supporting and funding an Economic Developer Organization, I had no ideal on how much developer dollars and benefit would be provided to affordable housing choice and small business. The developer investments are now closer to 200m and counting.
Marc Set the Homeless Goal 2016. As part of the goal, the Task Force for the Homeless was created to develop immediate and future actions that the city could take to address homelessness” (COT Web Site). A significant milestone was accomplished when a day shelter for the homelessness was acquired by the Just Compassion organization. I've championed the ideal since 2016 to invest in a recreation/homeless coordinator and multi-use van to benefit both programs. Read the Pamplin Media Article. See the City Web site on Homeless Resources. Ultimately a Homeless Task Force was approved by council on my watch.
Community Engagement Council Liaison [2016-18], Marc's leadership led to the development of the Committee for Community Engagement [CCE By-Laws, Adopted 9 May 2017], superseding the antiquated Neighborhood Involvement Committee (NIC bylaws).
Creating the best city committee for community engagement and outreach processes. Led by the citizens of Tigard to connect and inform neighborhoods about city government plans, projects and processes and policies of interest within community and to take their comments, questions and concerns back to council and relavant citizen committees.
Marc Championed and Set City Performance Audits before asking more of tax payers 2011-18. On 12 June 18, Marc and 4 other councilors voted unanimously to approve City Performance Audits to begin FY19/20. A huge victory for the people of Tigard. This principled concept when applied with key performance indicators is a first step to city government operating more business-like.
2011 - 2018 - Vice Chair MACC (Metropolitan Area Communications Commission) - Executive budget and finance board and committee member. As Tigard's jurisdictional voice - led to the following City benefits received from 2011-18: PEG/PCN Grants $214,801 for Tigard public broadcast equipment upgrades, $4,018,267 in Franchise fee for the General Fund. Received an estimated $95,000 (Sept 2018) from a 1milllion cost share from efficient business operations. $142,000 2013 Civic Studio (paid by MACC/TVCTV. A portion of these franchise fees were targeted by Marc, approved by the budget committee and adapted by council to add 3 more officers to the police force in 2012.
2011 - 2018 - Council Representative Attending Annual NRPA (National Recreation and Parks Association) and ORPA (Oregon Recreation and Parks Association) National conferences and leading in the Cities 5-year recreation plan which is the foundation and strategic vision to grow the program. The strongest advocate for City Parks and Recreation resources and sustainable revenues generation processes and programs to save taxpayer money.
2011 - 2015 PRAB (Parks and Recreation Advisory Board Liaison - 2016-18 alternate). Resulted in the Cities 5 year Recreation plan and seeding the initial budget - Marc is the fitness and healthy city building voice to provide a fixed recreation budget. And identified City tourism tax fees for additional recreational programs to cost recover & create sustainable recreational operations without asking more of tax payers.
2011- 2013 - PRAB (Parks and Recreation Advisory Board Liaison) Tigard voters passed $17million general obligation bond to purchase $12m+ in real property, parks development and plaza space in Downtown Tigard. As PRAB liaison Marc advocated in support of the priority and criteria process of acquiring over 105 acres of new park and open space. Leveraging over ~$6 million in grant and local agency contributions to the program.
2012 - Strongest and most supportive Advocate for increased Police Services – In 2012 Marc identified and recommended City Franchise fees be increased from 3.5% - 5% which increased head count by 4. In 2017 again Marc supported an increase of 3-4 more police officers. In 2019, after city council, Marc served on the task force in support of the May 2019 public safety levy which passed overwhemingly by a majority of voters.
Traveled to Washington D.C., 6 years as a City delegate in support of League of Cities legislative efforts that benefit 241 incorporated cities, resulting in numerous federal, state and county grants for Tigard.
Walkable City Vision – Marc inserted the word "healthy" into the most walkable city vision statement. As a Fitness and Healthy Lifestyle Consultant... , the word healthy is an important visual concept for healthy city building and benefit when city design motivates people to walk more, and stay fit, while reducing carbon emissions with decreased traffic congestion. There is no one currently on council more experienced and passionate about fit healthy city development and recreation without walls than Marc.
2011 - 2018 Annual Budget Committee Member - Most vocal in support of Police officers, City Recreation, CERT (Community Emergency Response Team), PEER court and keeping the library open.

As a retired Army veteran Marc feels a debt of gratitude and obligation to honor all those who paid the ultimate price for our liberty and freedom. Memorial Day is a time of reflection and gratitude for service members and families who sacrificed so much for this land we love.
Oregon Military Academy Graduate
Achieved by few (only ~19 of 200-plus graduate) Woodard came out of Oregon Military Academy’s Class 36, Monmouth, Oregon, a federally commissioned 2nd Lieutenant, Army. Vetted both mentally and physically as a leader of military men and women, he is a proven leader. The academy’s program required exceptional character and physical fitness... designed to find weakness in leadership abilities, including: Duty, trustworthiness, honesty, sense of humor, self-sacrifice, putting others first before himself, integrity, loyalty and courage, etc. Marc has proven to hold these character traits and more.

I’ve been on a mission to expose the half-truths and lies within the fitness, health, big-pharma, agriculture, sports, and diet and celebrity industries including government and why they don’t want this information as common consumer knowledge. To reveal it is considered taboo by my colleagues and unwelcomed by the marketplace.
However I can’t sit idly by and watch the charlatans put the next generation’s health at risk for the sake of profit. My only regret, taking so long to write the book.
This timeless and incredible consumer safety information is for anyone who wants to get fit, feel well and look good at any age. It also includes educational ill-health prevention and community recreation concepts to “Save the Next Generation’s Children from obesity and related disease.”
Years ago, at the age of forty-three, physical adversity struck.
At that time, I dusted off a unique, fit, healthy lifestyle manuscript I’d planned to publish one day. I always knew the principled information could provide anyone the knowledge needed to achieve any fitness goal or heal what ailed him or her naturally—and that included myself. This would be especially true when the mind, body, and spirit were broken and in need of mending.
The principled, fit, healthy lifestyle philosophy MirrorAthlete is founded on is uniquely presented in a way that’s academically and intuitively relatable and applicable for anyone—young and old. And it will positively motivate any person to become more progressively active and to improve health, fitness levels, and well-being, regardless of the current lifestyle, mobility, and medical condition or environment in which he or she lives.
The plethora of citations, client consultation, personal experience, and other examples within the book provide relatable building blocks that can show anyone how to plan and develop a customized fitness-and-healthy-habits program to remain forever ageless and to sustain those results safely and naturally for a lifetime.
SUMMARY VISION: Expand City Recreation Opportunities for Everyone, through a recreation without walls concept and partnering with other nonprofit organizations in sharing resources and coordinated efforts to achieve similar objectives. MISSION: Raise the money necessary to purchase land and community recreation center [without using taxpayer dollars]. This vision and mission requires NO taxpayer dollars to achieve the goal
The Tigard Recreation Committee (TRC) has filed for non-profit status. Once TRC non-profit status is approved we can apply and compete for local, county, state and federal and foundation grants to expand recreation opportunities in Tigard and abroad.
We are currently using the YMCA OF COLUMBIA-WILLAMETTE organization as custodian of Tigard Recreation Committee donations as they are collected.
